Meet Thomas

Advising counties and school districts on public finance and capital projects.

Thomas is an attorney whose practice focuses on municipal law and public finance, with particular experience advising counties, school districts, and other local governmental entities on capital projects, infrastructure financing, and the legal frameworks that support public-sector operations.

Prior to joining Attolles, Thomas served as both in-house municipal counsel and outside bond counsel, giving him a practical understanding of the legal, financial, and operational challenges facing local governments.

He has acted as bond counsel and disclosure counsel on more than 200 public finance transactions, supporting projects including school facilities, utilities, road and transportation improvements, public safety buildings, and other core public infrastructure.

Thomas previously served as Assistant City Attorney for the City of Sheboygan, Wisconsin, and the City of Bloomington, Indiana. In those roles, he advised elected officials, administrators, and departments on a wide range of matters, including capital improvement projects, redevelopment initiatives, land acquisition, economic development efforts, and day-to-day legal issues affecting municipal operations. His work included negotiating development agreements, supporting large-scale public works projects, and helping municipal clients navigate complex regulatory and political environments.

Thomas is active in the legal community and has served in leadership roles within the Administrative and Local Government Law Section of the State Bar of Wisconsin, including as Chair. He is also a frequent author and speaker on topics related to municipal law, public finance, and local government practice, and was named among the “Ones to Watch” in Public Finance by Best Lawyers in America.
