Meet Ben

Representing counties and government entities across Wisconsin.

After most recently practicing in a national firm’s public finance section, Ben Conard joins Attolles with a focus and desire to again represent Wisconsin counties and other governmental entities, in addition to serving as bond counsel, underwriter’s counsel, and issuer’s counsel in connection with tax-exempt bond financings.  Ben enjoys attacking our clients’ biggest challenges and providing them with legal advice that is practical and implementable.  

On the public finance side of Ben’s work, he has served as bond counsel and underwriter’s counsel in tax-exempt 501(c)(3) revenue bond issuances to finance and refinance projects for charter schools, and has significant experience in evaluating, negotiating, structuring and documenting such financings.  Ben has also served as issuer’s counsel to a national bond issuer in tax-exempt 501(c)(3) revenue bond issuances to finance and refinance projects for schools, hospitals, manufacturing facilities, senior living and affordable housing facilities.  Ben has also represented businesses and financial institutions in secured and unsecured commercial lending transactions, asset-based financings, and construction financing.

In his work representing counties and other governmental agencies, Ben has substantial experience with federal, state, county and other local government law.  Ben has represented numerous Wisconsin counties and provides legal advice to the Wisconsin Counties Association on matters of statewide concern. He also previously served as an assistant general counsel for the Wisconsin Department of Transportation.
